He is an adjunct lecturer at the Loyola Law School where he teaches land use law. He has served on the board of directors of non-profits Communities for a Better Environment, Los Angeles Grand Performances, the Waverly School, the Progressive Jewish Alliance and the Salvadoran American Leadership Education Fund. He has particular experience in environmental public interest litigation at the United States-Mexico border region. Kracov as a "Street Fighter" finalist for his success lawyering difficult public interest cases. The Consumer Attorneys of California have recognized Mr. Kracov was appointed by Mayor Eric Garcetti to sit on the City of Los Angeles Civil and Human Rights Commission that investigates and enforces the City's groundbreaking anti-discrimination ordinance. Kracov also was a member of the Los Angeles County Integrated Solid Waste Management Task Force that reviews plans for facility development and coordinates recycling and waste policy within the County. He also was a Governor's appointee and Acting Chair of the State Committee supervising California's vehicle smog check program. Kracov served as Vice-Chair of the Los Angeles Proposition O Bond Committee administering $500 million to protect the City's rivers and beaches.
Kracov was “credited with amazing energy and passion toward this Board and its mission.” He also chaired the California Department of Toxic Substances Control Independent Review Panel tasked with recommending improvements to the agency's permitting, enforcement, outreach and fiscal management. In that role, the California Construction and Industrial Materials Association observed that Mr. Elected by his peers, he led education and program activities on behalf of the Section's 2,500+ environmental lawyer members.įrom 2015 to 2018, he served as a Governor's appointee and Chair of the California Mining and Geology Board that oversees the State's interests in seismic hazards, mineral resources and mine reclamation. Kracov is the former Chair of the State Bar of California Environmental Law Section. The South Coast AQMD has responsibility for improving air quality for the 17 million people living in Los Angeles, Orange, Riverside and San Bernardino counties. CARB is the state’s lead agency combating air pollution and climate change. Kracov is California Governor Gavin Newsom’s appointee to both the California Air Resources Board (CARB) and the South Coast Air Quality Management District Governing Board (AQMD).
Kracov started his legal career at the prominent Los Angeles firm Weston, Benshoof LLP (now Alston & Bird LLP), where his practice involved tort defense for Fortune 500 clients.
There he handled toxic tort and environmental matters that helped shape these areas of the law.

Kracov practiced at Rose, Klein & Marias LLP, a trial law firm. He was on the team that negotiated the $168 million settlement to remove trash from the Los Angeles River and he advised the City's contaminated property redevelopment program. Kracov served as a Deputy Los Angeles City Attorney where he counseled the Departments of Planning and Sanitation. In a 2009 profile, the authoritative lawyers Daily Journal recognized that in the "world of environmental politics, Kracov has managed to obtain credibility with all parties, perhaps the highest currency.”
Kracov is a Los Angeles Magazine Southern California Super Lawyer, a designation limited to the top 5 percent of lawyers. He served for over fifteen years as General Counsel of the California Waste and Recycling Association, a trade organization including the region's leading recycling and waste management companies. Kracov offers experience honed by work for diverse business, labor and non-profit clients, and as a government lawyer. His work includes high-stakes litigation and complex regulatory matters. Kracov is a lawyer in private practice in Los Angeles, where he represents clients in civil law, environmental and land use cases.
